Much like his cousin, he appears to be a smug opportunist always wanting to make a quick buck. He even shares some of Flip's gross habits, such as eating cheese puffs on duty and juicing his lemonade with his tire jack. However, he appears to have a bigger sense of sincerity since he doesn't necessarily give the Louds any trouble and is only helping the Louds out for any necessary needs.

Flop has the exact same appearance as his cousin. He is a middle-aged man of short stature. He has gray hair, and a bald spot on the top of his head. He also has a gray mustache and eyebrows as well. He wears back suit and an orange Hawaiian shirt with a white pineapple pattern underneath.

Because Flop's last name is Phillipini, it can be assumed that he is Flip's paternal cousin.
Like his identical cousin, Flop also does other gigs while passing off his aliases as "associates".
As Louie, he runs "Louie's Limousine's and Lemonade" where he works as a limousine chauffeur and serves lemonade. He charges passengers a $50 fee if anyone, even himself, hurls on the upholstery.
As Chief Phillipini, he serves as the unidentified tropical island's chief of police. He must wait a specific number of hours before he can file a missing persons report.
